This section describes training and technical assistance opportunities for federal, state, and local
law enforcement personnel; emergency responders (e.g., firefighters and emergency medical
service and treatment technicians); hazardous materials handlers; public safety communicators;
military personnel; and others who respond to and plan for a terrorist incident. Topics include
