Shaping the New Administration's Counterterrorism Strategy
January 12–13, 2009 in Washington, D.C.
With the approach of a new administration in the White House, this conference will analyze the lessons and experiences of past counterterrorism policy and will identify proven strategies that promise the best results. Panel discussions will cover overreaction and misdirection in counterterrorism, the causes of terrorism, the status of terrorist groups, terrorists' capability to use weapons of mass destruction, risk management and cost-benefit analysis for domestic security, the use of preemptive military force, shared responsibility for domestic security, and effective public communication and terrorism.

2009 Biometrics Conference
January 27–28, 2009 in Arlington, Virginia
In June 2008, the President of the United States issued a national directive aimed at enhancing the security of our nation through the use and application of biometrics. The National Defense Industrial Association is providing this open forum to discuss practical approaches for implementing this directive in light of policy development, existing and planned federal programs, commercial applications of biometrics to address mission critical business goals, enabling technologies, initiatives within the international community, and challenges to achieving true interoperability and information sharing.

2009 Railway Security Forum & Expo
January 27–28, 2009 in Arlington, Virginia
In light of the recent terrorist attacks in Mumbai, India, rail security remains a high priority. Expert presentations at this fifth annual Railway Age event will focus on topics such as fusion centers and information sharing, passenger and baggage screening, safeguarding tunnel operations, and best practices in vulnerable freight security, passenger infrastructure, and rolling stock.

Maritime & Port Security Conference & Expo (PDF)
January 27–28, 2009 in Arlington, Virginia
Conference sessions will examine piracy off the Horn of Africa focusing on what shipowners are being advised to do, what they can legally do to protect themselves, and, when necessary, what is involved in hostage negotiations. Container security and the latest technologies in transportation security also will be explored.

NSA 2009 Winter Conference
January 28–31, 2009 in Washington, D.C.
This National Sheriffs' Association conference will include sessions on legal affairs, border security, asset forfeiture, physical abuse of older adults, and federal resources free for the asking.

Counter Terror Expo '09

This event will examine important topics such as maximizing interagency collaboration, analyzing the current national and global terrorist threats, identifying core competences and how to work to optimum operational efficiency, understanding the psychological profile of the terrorist, enhancing interoperability to close the capability gap, and using media communication. The conference is organized in multiple streams, including business continuity and critical infrastructure, and also features practical and technology-focused workshops.

20th Annual Special Operations/Low Intensity Conflict Symposium & Exhibition
February 10–12, 2009 in Washington, D.C.
This event will explore topics relevant to waging a persistent conflict, including technology, the human dimension, strategies, education and training, and interagency perspectives.

Public Health Preparedness Summit 2009
February 18–20, 2009 in San Diego, California
The theme of this event is “The Changing Face of Preparedness: Building and Sustaining Public Health Capacity for Disaster Response.” Topics may include: all-hazards preparedness, vulnerable/at-risk populations preparedness, individual/workforce preparedness, planning and response tools, surveillance and laboratory technology, preparedness performance standards, dispensing medical countermeasures, partnering with community and business groups, ethical issues, legal authorities and legal preparedness, building and sustaining critical infrastructure and continuity of operations, and risk communications.

7th Annual ASM Biodefense and Emerging Diseases Research Meeting
February 22–25, 2009 in Baltimore, Maryland
Recognizing that emerging infectious diseases serve as a paradigm for handling the public threat of bioterrorism, this meeting of the American Society for Microbiology will explore important concerns such as threat reduction, risk assessment, diagnostics, and the science behind the anthrax letters investigation.

2009 Homeland Security S&T Stakeholders Conference West  
February 23–26, 2009 in Bellevue, Washington
At this conference, first responders (federal, state, and local) and representatives of state and local governments, industry, and academia will learn about the direction, emphasis, scope, and status of the research investments made by the S&T Directorate, and the business opportunities these present in the United States and around the world. The S&T Directorate is the gateway into the U.S. Department of Homeland Security for innovative homeland security ideas and technologies from the private sector and academia.

The AFCEA Homeland Security Conference
February 25–26, 2009 in Washington, D.C.
At this conference, sponsored by the Armed Forces Communications and Electronics Association, government and industry individuals will discuss the critical issues facing the U.S. in the fight against terrorism.

25th Annual National Test & Evaluation Conference
March 2–5, 2009 in Atlantic City, New Jersey
At this National Defense Industrial Association gathering, participants will discuss recent legislative actions and defense acquisition policy initiatives as well as recent studies such as the Defense Science Board Study on Test and Evaluation and the Defense Acquisition Performance Assessment Project. With the new Administration, there is opportunity to debate what should be retained and what should not, with suggestions for correcting deficiencies.

Winter 2009 Summit on Biometrics
March 2–5, 2009 in Miami, Florida
This forum will feature case studies from those who have successfully implemented biometric systems. Workshops will deal with topics such as understanding the key biometric technologies, how they work, costs and benefits, and strengths and weaknesses; the latest applications of biometrics in government, telecommunications, border control, law enforcement, health care, airport/seaport, and motor vehicle departments; and combining the mobility of wireless technology with biometric applications to increase efficiency and security.

Border Security 2009
March 4–5, 2009 in Warsaw, Poland
This second annual SMi conference will assess the state of European Union border security, discuss NATO's latest programs and initiatives for setting a secure international agenda, analyze the importance of information sharing and interoperability between border police, probe the integration of biometric technology for border screening, investigate aviation security, and examine maritime and costal security.

NEMA 2009 Midyear Conference and 35th Anniversary Celebration
March 6–11, 2009 in Alexandria, Virginia
Attendees of the National Emergency Management Association's midyear conference will learn lessons in leadership and what to expect from the new administration. Preparedness, response and recovery, and mitigation will all be discussed. Participants will also discuss strengthening relationships with partner organizations and will share NEMA's views on all-hazards emergency preparedness with leaders in Washington.

Presentations at this naval expeditionary forces conference will include topics such as riverine force operations, naval construction forces, maritime civil affairs group and global fleet station operations, explosive ordnance disposal, a U.S. Coast Guard Deployment Operations Group update, agile combat support for U.S. Air Force expeditionary wings, U.S. Marine Corps expeditionary warfare, and naval coastal warfare and security for littoral operations.

GovSec: The Government Security Expo & Conference and U.S. Law Conference & Exposition

This event will provide briefings and include conference tracks on countering terrorism, securing critical infrastructure, and strategizing safety and security. Third Annual Homeland Defense and Security Education Summit
March 12–13, 2009 in Washington, D.C.
This event focuses on the education of Homeland Security and Defense professionals. Educators will learn about what they need to teach, courses already developed to convey this knowledge, and current and relevant research. Detailed information is available online. Sessions will examine current and emerging all-hazard threats and will discuss homeland security and defense organizations, processes, management, policies, strategies, and legal issues.

High-Rise Operations Symposium
March 19–20, 2009 in New York City (Manhattan, Randall's Island), New York
Experienced New York City Fire Department fire operations professionals will provide training in advanced tools and procedures that work in high-rise building emergencies. Topics will include crane collapses, emergency medical service operations, building evacuations, high-rise wind-driven fires, and planning for terrorist and hazardous materials incidents.

44th Annual Gun and Missile Systems Conference & Exhibition

The Basic Anti-Terrorism Training for Law Enforcement (B.A.T.T.L.E.) conference is restricted to sworn local, state, and federal law enforcement personnel and military/law enforcement intelligence personnel. Speakers include a broad range of subject matter experts, including experienced investigators and case agents, military specialists, intelligence professionals, and recognized academic experts.

2009 Water Security Congress
April 8–10, 2009 in Washington, D.C.
This specialty conference of the American Water Works Association is calling for papers under such headings as security and emergency response, physical and cyber security, and contamination warning systems.

2009 Partners in Emergency Preparedness Conference
April 14–15, 2009 in Tacoma, Washington
This event, the largest regional emergency preparedness conference in the Pacific Northwest, will cover concerns involving business continuity, emergency management, health care, communication, public education, government, first responders, planning for animals, vulnerable populations (e.g., physical and mental impairments, non-English speaking populations, and those who are medically fragile), critical infrastructure (e.g., utilities, food chain, transportation, and lifelines), natural hazards, and professional development.

8th Symposium on Identity and Trust on the Internet (IDtrust 2009 )
April 14–16, 2009 in Gaithersburg, Maryland
IDtrust focuses on research and deployment experience in making good security decisions based on identity information, especially when public key cryptography is used and the human elements of usability are considered.

2009 LEIU/IALEIA Training Conference
April 20–24, 2009 in Las Vegas, Nevada
“Criminal Intelligence: Improving the Odds” is the theme for this year's intelligence conference jointly held by the Law Enforcement Intelligence Unit and the International Association of Law Enforcement Intelligence Analysts. The Environmental Systems Research Institute sponsors this conference dedicated to geographic information system (GIS) technology and homeland security. Among many topics, this event and the associated user conference will focus on data fusion centers and on GIS applications designed for specific public safety needs (e.g., policing, disaster management, and homeland security). Technical workshops and a hands-on learning lab will provide practical knowledge for participants. Federal agencies will explain their GIS work, and moderated sessions will allow users to share their papers, applications, workflows, best practices, and lessons learned.

128th American Water Works Association's Annual Conference and Exposition
July 14–18, 2009 in San Diego, California
At this event, water professionals will focus on water and wastewater technology and a vast number of challenges in the field, including security.

National Conference of State Legislatures Legislative Summit
July 20-24, 2009 in Philadelphia, Pennsylvania
This event features general sessions to address the needs of legislators and their staff on important matters, including the economy, education, and the federal government; forums dedicated to concerns such as the Recovery Act, innovation, and crisis leadership; and training sessions to improve legislative skills.

35th Annual COMSEC Managers' Conference
July 27–30, 2009 in Tampa, Florida
This annual communications security (COMSEC) event, offered by the National Security Agency Central Office of Record, is designed for U.S. government contractors, the National Security Agency itself, and U.S. government agency COMSEC custodians, alternate custodians, COMSEC managers, and facility security officers. The conference provides an excellent forum for the exchange of information about evolving national information assurance policy for industry and government, and includes initial or refresher training for COMSEC custodians or alternates.

2009 National Forum on Criminal Justice and Public Safety

Sponsored by the National Criminal Justice Association, the IJIS Institute, and the Bureau of Justice Assistance, this year's workshop—entitled “Changing Criminal Justice: Surviving, Adapting, Succeeding”—includes topics such as the critical role of fusion centers in protecting local communities, the power of effective information sharing, case studies of excellence, and intelligence-led policing. 2009 APCO International Annual Conference & Expo
August 16–20, 2009 in Las Vegas, Nevada
This 75th annual training conference of the Association of Public-Safety Communications Officials International will include more than 90 educational sessions under headings such as 9-1-1 technologies, communications center management, disaster planning, and telecommunicator concerns.

The Tenth Crime Mapping Research Conference: Solving Problems with Geography and Technology
August 17–18 (preconference) and August 19–22, 2009 in New Orleans, Louisiana
This National Institute of Justice-sponsored conference will present advancements in geographic technologies that are helping law enforcement agencies understand crime more completely, deploy public safety resources more efficiently, and examine criminal justice policies critically. Presentations and workshops will highlight geographic principles and geographic applications in concerns such as sex offender restrictions, juvenile delinquency, geographic profiling, traffic safety, gangs, release and recidivism, terrorism, and data-driven policing.

4th Annual Gulf Coast Terrorism Prevention Conference
August 17–21, 2009 in Sarasota, Florida
At this event, keynote speakers will talk about concerns such as terrorist threats within the United States, improvised explosive devices, protecting hospitals and other infrastructure, and border and maritime security.

Customs-Trade Partnership Against Terrorism: First Annual Northern Border Highway Carrier Conference
August 18 (Preconference) and August 19, 2009 in Buffalo, New York
This conference differs from the annual Customs-Trade Partnership Against Terrorism (C-TPAT) Symposium in that it is geared specifically toward the northern border highway carrier community and its problems and concerns. At the preconference, supply chain security specialists and directors of C-TPAT field offices, as well as program personnel from Canada's border service agencies, will be available for questions. Attendance is limited to two people per C-TPAT certified highway carrier.

35th Annual North American Victim Assistance Conference
August 23–27, 2009 in Scottsdale, Arizona
More than 100 educational sessions at this annual training conference are designed for law enforcement officers, prosecutors, and the victim services professionals who provide direct services to crime victims. Topics include restorative justice; program management; spiritual and mental health services; homicide issues; special concerns for children, the elderly, and victims with disabilities; public policy; law enforcement and prosecution models; Native- American justice; and interdisciplinary services and collaboration.

2009 International Terrorism and Organized Crime Conference
August 24–28, 2009 in Anaheim, California
Sponsored by the Asian Gang Investigators Association of California, this 5-day conference will provide updated information on terrorism and organized crime investigations, including data on gangs and other criminal groups. Training is directed toward all levels of law enforcement—street officers, detectives, educators, and administrators—and nationally recognized experts on terrorism and organized crime investigations will offer lectures and presentations.
